   @eric-maynard Typically if you're going to introduce new 
features/representations in a project like Parquet, there would be discussion 
and a vote to formally adopt.  To my knowledge, that didn't happen even though 
some implementations have shown up in the wild. Using these encodings has 
caused problems because a lot of readers do not support them and it's hard to 
push other implementations to adopt when the legitimacy is in question.
   
   I'm a little hesitant to add support until there's some formal recognition 
of the encodings and the question of adoption is unclear.  If we're adding this 
support because it's blocking, it might be worth adding, but if we're doing it 
opportunistically, we'd just be contributing to the confusion.
