Thanks for reporting @sqd , to set some context the internal `IncrementalFileCleanup` should never be invoked in case there are multiple refs. The API implementation should correctly take care of which file cleanup strategy to use, but it sounds like you're saying that there's a case where we are invoking IncrementalFileCleanup unexpectedly?
