Thanks for posing this question @amogh-jahagirdar. My current assumption was
that a service should be implementing both `preplan` and `plan`, as we had also
introduced the following exceptions `PayloadTooLargeWithPlanResponse` or
`UnprocessableEntityResponse` with preplan being the main mitigation.

PayloadTooLargeWithPlanResponse:
description:
Payload is too large. Required to use /preplan before /plan
```

UnprocessableEntityResponse:
description:
Service cannot process entity. Required to use /preplan before /plan
```
However if its allowed that servers can implement only `plan`, then it makes
sense to call these out as two separate `capabilities`.
