A question (before having had the time to go through your changes): When testing backup functionality for my company, I believe I tested the ability to restore a backup on a new (empty) HBase cluster, which worked as expected. So a restore should be possible without using any local BackupInfo on the target cluster. But this PR seems to imply that local BackupInfo is in fact used.
