It seems to me that the keymap itself is correct.
It's just that not all combinations for pressing ˇ+ letter are defined
somewhere.
'+ letter works correctly (the same key without shift).
I can type nonsense like ´+f and the result is ´f.
If I do the same with ˇ, it should print ˇf, but nothing happens. The
character is only printed if the following keys are pressed after ˇ : e, s, c,
r, z, surprisingly even y, but not a and i.
