GEODE-9536: Ignore JQ filter tests on Windows (#6953)
PROBLEM
`JQFilterVerificationDUnitTest` uses the com.arakelian.jq library, which
does not support the version of Windows (Windows Server 2016:amd64) that
we use in CI.
SOLUTION
Ignore `JQFilterVerificationDUnitTest` on Windows.
NOTE
This prepares for an upcoming PR to run all distributed tests (except
explicitly ignored ones like these) on Windows.
