   Then could you also rename the pull request title in the following format?
   
       GH-${GITHUB_ISSUE_ID}: [${COMPONENT}] ${SUMMARY}
   
   or
   
       MINOR: [${COMPONENT}] ${SUMMARY}

   Why?
   
   * They are nuisance when I edit pull request description.
   * If a committer doesn't use `dev/merge_arrow_pr.py`, these comments are 
included in commit message. (Because most contributors don't remove them.)
   * I'm not sure whether contributors read them or not...
   
   How about removing them entirely?

   Or keeping them as normal texts not comments and contributors must remove
