This patch most likely will not apply cleanly, especially since some of
the user-delete code has already been put into 2.0.15.

This will probably happen sometime. The big stumbling block is making
sure that the the appropriate meta-data files are locked so that a
careless admin
can't screw him/herself. Every time Larry and I discuss this we end up
talking about architectual changes, and then give up. There *should* be
a safe solution which would work in the context of the current
architecure, but we haven't found it yet.
