With IMAP you have a great advantage. What I tend 
to do is have 2 imap servers running and tell people
to drag and drop mail from there current folders
to there new IMAP server. (this has the second 
advantage of making people sort there boxes out)


Note: 
I dont have that many users so this does not
become a major pain.
