The problem with Outlook Express is that it sets the root folder(ie
"user.userid") to be Inbox and won't let you really access anything else
under the "user." folder hierarchy except your own folders. Also to be able
to properly subscribe to a folder under the "user" level you need to also be
able to subscribe to the "user" folder root as well and Outlook express does
not allow that since "user" is not a real folder in the "mailboxes" file.
If you want public folders you can create a new folder hierarchy called
something like "public" and create your shared folders under that. Since
"public" will exist in the mailboxes file then users will be able to view
and access it at all times. So far only Outlook Express is that stubborn
in this behavior from what I've seen.

This may be a bug in 5.0 (like I said I'm using 5.5).
Last thing to try that I can think of would be to
make sure you have the latest folder list from the
server (which it sounds like you have), then after
clicking "Go To", if you right mouse click on the
folder itself you might see a section where it says
"show" or "hide", one of them will be disabled.
If show is disabled, and hide is enabled that means
OE believes the folder is visible and you should try
quitting OE and reloading, if show is enabled and
hide is disabled, then OE believes that the folder
should not be shown. At that point you should click
on "show" make sure that it took by right mouse
clicking again, and assuming it seems to tell you that
it is visible, restart OE. You might even want to
try a folder list refresh just to see if it keeps
the visibility flag set properly through that.
Beyond that, I can't say anything more.
Good Luck,
