Then what about things you could have in PAM, such as pam_ldap?
Wouldn't it be a bit extreme to throw out the PAM support just
because of this one case?

Perhaps if configure enables PAM support, it could print a warning
message that for local passwd/shadow access, pwcheck should be used?
