Hi Martin, thank you very much for your contribution, we just added the zh_cn.pm file to OTRS. A colleague of mine will soon take care of the ITSM files.
Regarding the question in your other email: Just use the latest released version if you can as it has the latest state of the translation file. See also http://doc.otrs.org/developer/3.0/en/html/contributing.html#translate which advises you to take the recent one from CVS, but to do that you need to know the right branch to use (currently rel-3_0).
