As best I can tell, /usr/local/etc/htdig -is- what my compiled version wants for a config directory, but it says it cannot see the file.
Have you verified that the permissions and ownership on the config file and the directories leading to it are all sufficient to allow the web server to read the configuration?
Are you able run htsearch from the command line?
