Please print the cups test page from the cups UI
(http://localhost:631/printers) or from the HPLIP Device Manager
(hp-toolbox)
and post the results - you will see the values for printable area and a
box drawn to the printable area among other items on the page.

printing on? What sort of document and from what application?
