This is generally caused by some extraneous Watcom tablet drivers that seem
to always be setup in the X11 xorg.conf file. Look in /etc/X11/xorg.conf for
the entries for a Watcom stylus, eraser, etc. If you remove them and restart
X, these should go away.

This started with the Ubuntu update that installed 1.7.3.  Until that
time, the toolbox was in the System->Preferences menu.  This update
apparently moved it elsewhere and I have been unable to find a menu with
the Toolbox in it.
