I could try to talk with a friend of mine to see if his server could be
borrowed for testing this, however he's not online at the moment. And if
I mess with that much on the server I map-dev for, the sysadmin would
probably kill me. I'll see if I can't test later, though.

I should point out that I'm the one that made that thread in the first
place. (Hi, I'm Powerlord, nice to meet you.)
The second server is never going to be part of QuickPlay simply because
my community doesn't like crits, weapon spread, or damage spread. I
could experiment with the first server and try changing those 3 cvars to
see if any of them remove me from the pool, but unfortunately since it
doesn't have any players at the moment... I should probably switch it
back to my PropHunt Redux test server.

As was already stated in that thread, being registered doesn't
necessarily opt you in to quickplay.
Having said that, my main server, which has a registered account but is
set to not join quickplay, wasn't seeing any drops this year.
My event server has a separate account and is registered for quickplay,
and Halloween drops occur on it as expected. So, either this year is
being more restrictive about accounts or something else is wrong on my
main server's account.

Wut? Why would Quickplay be required for gifts? that doesn't make any
sense at al.

understand if it was in regards to the registering, but regging the
server doesn't require the server to be in quickplay afaik.

It requires at minimum 10 players for gifts to start dropping,
however
last I checked if your server wasn't registered with quickplay
matchmaking for at least (I believe 10) hours they won't drop.
