I'm confused by your statement. I used Elmer's white glue as a child as well. It did dry clear. But it was NOT waterproof then, and I doubt it is waterproof now, though I haven't had occasion to use it for many years. It was specifically marketed for use in gluing paper, and it did that job well, but I would not use it for fabric (except maybe for gluing pieces of fabric to PAPER for an art project) or anything else.
