You should always use

  cvs update -dP

This is probably not sufficient.  You have to say

  autoreconf -ifv -I m4

then running the configure script again, I think.  On the other hand,
I *have* updated the copyright year in `groff.cpp' to 2013, so it's
strange that you don't see that.
