Hey Charlie, as Hans and Charly pointed out. Please check if you have this tab in Mail>Settings. If not pls check if under user/Library/Mail/Bundles you can find the "GPGMail.mailbundle"-file.
If you have neither something went wrong. Then I'd suggest to re-run the GPGTools Installer. Please let us know how this turns out.
