It is currently up and running against the sandbox, but is still to land on the main wave servers, if I understand correctly. Once the main wave servers federate it becomes stupidly easy for a lot of robots to be run off of federated servers. I was of the opinion that spam wouldn't be as much of an issue on this new protocol as it has been on smtp.
