I pushed the button. And I don't think it did anything except make a new app
with the new APP Id, and a "title" the same as the duped App.  I think it
did take the Developer and Admin permissions, but I suspect I'm one of the
few people that has admins and developers, and not just 1 account that does
everything.

That seems reasonable so I tried it.  Unfortunately that does not work
either.  I already have 2 GAE apps listed. I click the "Create Application"
button and it asks me to verify my account using SMS.
Oddly the page says "Note you will only need to verify your account once. "
but I recall doing this previously.

I entered "USA" and "Sprint" and my mobile phone. When I try to verify it
says:

   "The phone number has been sent too many messages or has already been
used to confirm an account."

This makes no sense. If the number has already been used to verify my
account then why is it asking me for the number again? If the account was
not verified then why did it already let me create two apps?!

Perhaps the same problem with my account is preventing the "Duplicate
Application" button from working.

In any event I am prevented from migrating to the HR Datastore because of
these seemingly related problems.

(I double checked my mobile phone number and entered it correctly.)
