petitioned to reject assent to the City of Panaji Corporation Act, recently
passed by the Goa legislative assembly, by a delegation of leaders of three
political partiesthe Congress, Nationalist Congress Party and the
Maharashtrawadi Gomantak Party. (H)

BYPASSED CLAUSE ON PEOPLE'S VIEWS? The haste in which the City of Panaji
Corporation Bill 2002 was passed in the just concluded Goa Assembly seems
contrary to what is stated in the bill requiring the government to invite
objections from the general public for inclusion or exclusion of areas into
or from the corporation. (H)

CORPORATION BOUNDARIES DO NOT MAKE SENSE: More than half of Goa is situated
in the southern part. However, the government has moved the assembly
complex across the Mandovi river, thus shifting the fulcrum of the state to
north. The northern areas like Morombi O Grande, Murda, Pilar and Dongri
should have also been included in the corporation limits, if at all a need
was felt for forming a corporation. (Percival Noronha in NT)

F A R OF 200 UNSUITABLE FOR PANAJI: A liberal and high Floor Area Ratio of
200 for the small city of Panaji is unsuitable and is destroying its

Industry felt. (GT)

IN SUPPORT OF MOPA AIRPORT: "I am a strong champion of the Mopa site. It is
strategically located. It would have the benefit of the industrial, sugar,
daily belt of Belgaum, Sangli, Kolhapur, Miraj and the Sindhudurga tourism
district. It is wrong to say that only north Goa hospitality business would
benefit form the Mopa airportFrom Mopa a monorail service could connect to
an inland water transport facility on Chapora river from where hovercrafts
or motor-launches would transport passengers and goods at high speed to any
northern or southern coastal destination." (Nandkumar Kamat in Zest-NT)

DRIVE AGAINST SMOKING: The second phase of the awareness campaign against
smoking and spitting in public places was carried out yesterday with the
