Citizens are enraged; the Opposition believes the move is politically motiv=
ated; and historians say it would be the final nail in the coffin of a grac=
eful, picturesque and compact capital city being effaced of character.
The BJP government's sudden and unexpected decision to convert the Panjim M=
unicipal Council (PMC) into a corporation, and extend its geographical limi=
ts to far-flung panchayats (in another taluka) has triggered protests, bund=
hs, morchas and rasta rokos here these past two days.=20
The government managed to bulldoze the City of Panaji Corporation Bill 2002=
through in the Goa House late on Monday night. But it is unlikely that the=
bill's notification will see a facile passage, going by the host of protes=
ts from affected panchayats.
Suspicions have been roused over Chief Minister Manohar Parrikar's real mot=
ives in springing the bill in the backhanded manner it was done. Mr Parrika=
r argues that with the growth of urban agglomerates around Panjim, a counci=
l lacked the teeth to provide civic services. "A corporation has a lot of p=
owers and can deliver." The bill, fashioned on the London Burrough Council =
Act, would make the system more efficient, he says, and promises that "genu=
ine" objections will be considered.
What has annoyed the Opposition though, is that the new Bill seeks to appro=
priate panchayats from Congress and Nationalist Congress Party (NCP) consti=
tuencies into the corporation (four Congress and one NCP MLA would be affec=
ted), even as it attempts to reconvert existing Panjim municipal areas to a=
panchayat to appease the BJP's ally the United Goans Democratic Party (UGD=
P).
"This is nothing short of political vendetta and has been done to undermine=
the population of the village panchayats. Where was the need to bring the =
Bill through in such a hurry? Neither the panchayats concerned or the PMC h=
ave moved a resolution asking for this," says Congress spokesman Jitendra D=
eshprabhu.
Deputy CLP leader Dayanand Narvekar sees a design far more sinister in the =
BJP move. He alleges that Mr Parrikar, who is the MLA for Panjim, would be =
keen to add the 8,000-odd voters from the Porvorim-Succor area to the Panji=
m constituency, because a sizeable chunk of them are RSS supporters. These =
voters are at present in Mr Narvekar's Aldona constituency.
Senior government officials also confirm that the process of framing munici=
pal wards is already on. They agree that restructuring the wards at this po=
int would give the ruling party a distinct advantage at the next civic elec=
tion.
Quite apart from the political arguments, conservationists in Goa too are m=
ounting their defences against the move to convert Panjim into a large corp=
oration, which would increase real estate prices (with increased FAR) and t=
hreaten the city's character. "Dislocating Panjim to Porvorim would be disa=
strous," says heirtage historian Percival Noronha.
"Progress is inevitable. Few would cavil at the improvements in the lives o=
f the majority that recent developments have brought. But only the most ins=
ensitive philistine could fail to hope that in the future, enough of the ol=
d charm of Panjim will remain to enable posterity to recapture the essence =
of her 1000 years of history." The Princess of Mandovi is under threat, he =
says.

CM IGNORED EC ORDER, SAYS WILLY: The City of Panaji Corporation Bill 2002,
passed by the Goa Assembly on August 26, is violative of the directions
issued to the State government by the Delimitation Commission on 19 August
2002, charged NCP MLA Dr Wilfred de Souza. (GT)
INDUSTRY'S SUPPORT SOUGHT TO SAVE MHADEI: Industrialist and social thinker,
Mr Datta Damodar Naik, has appealed to the industrialists to come forward
in support of the movement to 'save Mhadei', Goa's lifeline. Mr Naik said
that Goa's industrialists have utilised river Mandovi to transport or while
several industries have also prospered due to Mandovi. "Now is the time to
oblige the river by supporting the movement and save our lifeline," he said
at a function of Asmitai Jyot. (NT)
NOT AT THE COST OF PUBLIC: Reacting to the passing of the Corporation Bill,
Goa Chamber of Commerce and Industry president Nitin Kunkolienkar said, "We
have to look at the broader sense. From an economic point of view, the
formation of the Panaji Municipal Corporation is welcome because the city
cannot grow anymore, and Porvorim has to be developed as a satellite town."

COUNCILLORS SILENT: The Panaji municipal councilors are observing a stoic
silence over the formation of the Panaji City Municipal Corporation. The
city fathers say that they have not read the Panaji City Corporation Bill,
which was passed on Monday. (NT)
MISCREANTS DESECRATE TEMPLE IN BICHOLIM: In the second incident barely over
a month, miscreants desecrated the Mashnadevi temple in Narve-Bicholim
early Wednesday morning by setting it ablaze. Bicholim police arrested
Bharat Uttam Amonkar (38), along with his brothers Anand (30) and Rajesh
(25), on grounds of suspicion. "Locals believe that a spirit entered their
bodies, prompting them to commit such an act," informed PI Chodankar. (H)
ONLY SUSPECT, NO CLUES: A day after the body of Nelroy Gomes was found in a
pond in Navelim, police have zeroed in on a suspect-12-year-old Shriram
Manne-even though hard clues have continued to evade the cops. (GT)
ELECTRICITY OFFICIALS SUSPENDED: In a sudden move, as many as 12 highly
placed officials of an electrical appliances manufacturing unit at Bethora
Industrials Estate in Ponda have been suspended, after their alleged
involvement in misappropriation of goods worth nearly Rs.5 crore. (H)
AMENDMENTS IN PF ACT: The proposed amendments to the Provident Fund Act
could spell some relief for millions covered by the Act, in the form of
unemployment allowance, filing returns-on-line or even the liberty to opt
for pension or provident fund. (H)
DEATH KNELL FOR SARPANCHAS: While seeking to usurp prime areas, which
belong to the six panchayats of Penha da Franca, Pilerne,
Salvador-do-Mundo, Socorro, Reis Magos and Sangolda in Bardez taluka, the
City of Panaji Corporation Bill 2002 will signal the death sentence of the
Penha da Franca panchayat, besides threatening to reduce the neighbouring
Salvador-do-Mundo panchayat to a state of bankruptcy. (H)
PMC CHAIRPERSON LIKELY TO RESIGN: Ashok Naik, Panaji Municipal Council's
chairperson, who is known for his upright nature, is apparently on his way
out. Though he belongs to the ruling party, the pulls and pressures,
according to sources, have been tremendous for a sincere, US-returned
businessmen like Mr Naik to handle. (H)
"HARD CORE" PROJECTS FOR PANJIM: The "hard core" infrastructure development
projects finalized by the Project Identification Committee for Panjim,
include re-designing of the Kadamba Transport Corporation bus stand,
comprehensive sewerage system, parallel bridge from EDC to MLA which also
includes a bypass to Bhatlem, Taleigao and beyond, construction of
four-lane road between Campal and Miramar and feasibility for having two
lanes on the new Patto bridge. (H)
FOREIGN STUDENTS: Foreign students, studying at Goa University, have urged
the university to ease admission formalities so as to encourage more
foreign students to come and study in Goa. They also have suggested to the
university to launch a web site, providing comprehensive information about
the administrative and academic modalities. (H)
CRIMES IN ORLIM: Some villagers of Orlim on Wednesday urged the
Superintendent of Police, to intervene to curb anti-social activities in
the village on the eve of bye-elections to Ward No.1 of the village
panchayat. Domnick Xavier Lima, Menino D'Silva and Nelson Dias are in the

KING COBRA BACK IN THE WILD: The majestic 11-foot king cobra that made
headlines last week was yesterday released in a jungle. Amrut Singh, who
had trapped the deadly reptile, stated that he had to take the decision
since the Forest department could not adhere to the conditions he had laid

MATANHY'S SUPPORTERS VIE FOR ZP SEAT: Three former sarpanchas are among
seven candidates contesting the bye-elections in Cortalim Zilla Parishad
constituency to be held on 1 September. The vacancy was caused after
Matanhy Saldanha resigned on being elected as Cortalim MLA. Agnelo Dias,
Agnelo Menino Fernandes, Joel Jose Fernandes, Jose Arsenio Fernandes,
Nelson Fernandes, Tome Carvalho and Vassudev Verenkar are vying for the

MOTOR-CYCLE THEFT: A brand new Hero Honda motorcycle belonging to Caitan

WORKSHOP ON KONKANI TRANSLATION: A week-long translation workshop,
organised by the Sahitya Akademi in collaboration with the Goa Konkani
Akademi, began its deliberations from August 26 at Panaji. The workshop
will see the translation of selected Konkani short stories into Marathi and
later the Sahitya Akademi will publish an anthology of the same. (NT)

Dear Sir,
Re: Dictatorial governance by Manohar Parrikar.
The citizens of Goa are beginning to get a foretaste of the dictatorial
style of governance by Mr. Manohar Parrikar. The undue haste with which
the Panaji Municipal Corporation legislation was bulldozed through the
Legislative Assembly in spite of vociferous opposition to the idea by many
legislators and almost all the Panchayats which are sought to be brought
under the jurisdiction of the Panaji Municipal Corporation, is a clear
indicator that Parrikar has no respect for public opinion.
In a sensitive issue such as this, the Government should have consulted all
the parties which will be affected by the legislation. It is a glaring
omission that the Panjim Municipal Council, which is the most directly
affected Local Body, was not consulted about the move to upgrade it to the
status of a Municipal Corporation. Such an imposition on a duly elected
Municipal Council is a slap in the face of all the citizens of Panjim.
This is an arbitrary and totally unacceptable decision .
The Concerned Citizens for Democratic Governance demands that a transparent
and truly democratic procedure should be followed in introducing
legislation in the Assembly. The draft of the proposed legislation should
be made available to the citizens at least two months before being
introduced in the Assembly. The opinions of the citizens should receive the
attention of the drafters of the legislation. Open meetings should be
encouraged so that the opinions of citizens are taken into consideration
by the Government.
The Parrikar Government wrongly assumes that it represents the people of
the State of Goa and that it can introduce legislation without the consent
of the people. The citizens of Goa will not tolerate this infringement on
their democratic rights.
