Dear Sir, Re: Dictatorial governance by Manohar Parrikar. The citizens of Goa are beginning to get a foretaste of the dictatorial style of governance by Mr. Manohar Parrikar. The undue haste with which the Panaji Municipal Corporation legislation was bulldozed through the Legislative Assembly in spite of vociferous opposition to the idea by many legislators and almost all the Panchayats which are sought to be brought under the jurisdiction of the Panaji Municipal Corporation, is a clear indicator that Parrikar has no respect for public opinion. In a sensitive issue such as this, the Government should have consulted all the parties which will be affected by the legislation. It is a glaring omission that the Panjim Municipal Council, which is the most directly affected Local Body, was not consulted about the move to upgrade it to the status of a Municipal Corporation. Such an imposition on a duly elected Municipal Council is a slap in the face of all the citizens of Panjim. This is an arbitrary and totally unacceptable decision . The Concerned Citizens for Democratic Governance demands that a transparent and truly democratic procedure should be followed in introducing legislation in the Assembly. The draft of the proposed legislation should be made available to the citizens at least two months before being introduced in the Assembly. The opinions of the citizens should receive the attention of the drafters of the legislation. Open meetings should be encouraged so that the opinions of citizens are taken into consideration by the Government. The Parrikar Government wrongly assumes that it represents the people of the State of Goa and that it can introduce legislation without the consent of the people. The citizens of Goa will not tolerate this infringement on their democratic rights.
