I use GMail with Chrome and have not had this problem. The one thing I don't use is Constant Contact. I would suspect the problem is with that.
As for GMail, if you'd like to make a report, the "gear" icon on the top right should have a "Send Feedback" link on it. Chrome has one too off it's "lines" menu.
