Allow grouped aggregation to reuse single-key timestamp range partitioning
when an audited, timezone-less `date_trunc` expression keeps every group within
one input partition. For example, hourly truncation over hour-aligned
partitions can avoid the hash shuffle, while daily buckets crossing those
partitions must retain it.

Establish a default-deny function capability and check concrete split
boundaries before accepting the locality proof. Unsafe or unknown cases must
retain repartitioning. This aggregate-locality proof must not establish
join-layout compatibility.

This is an initial slice of #25344 and #25345 under #23569. `date_bin` and
compound range-key support remain follow-up work, with compound keys tracked in
#24644.
