## Which issue does this PR close? - Closes #23272 ## Rationale for this change - Currently `FilePruner` fails to prune `PartitionedFile` with a predicate of constant columns ## What changes are included in this PR? - This extends the logic that a predicate with constant columns is simplified when there is no dynamic filtering involved so the `FilePruner` can prune `PartitionedFile` - Tests ## Are these changes tested?
