in theory yes, but does not seem trivial.
Searching for Java support for webp returns projects that are discontinued
or even removed from repositories (like the Luciad one).
The webp library itself <https://github.com/webmproject/libwebp> seems to
have java bindings, but they are not deployed in the Maven repositories it
sees, so one has
to build everything from source.

Assuming one can get a encoder/decoder for webp bound to Java, then changes
to these libraries should be made,
creating a new TIFFWebPCompressor/Decompressor, and supporting the same
TIFF tags that GDAL is using for it in the TIFFImageReader:
https://github.com/geosolutions-it/imageio-ext/tree/master/plugin/tiff/src/main/java/it/geosolutions/imageioimpl/plugins/tiff

Overall, does not seem trivial, but possibly doable.
