Hi,

We had another GeoServer failure today as a result of a misconfigured entry in 
our gwc-layers folder. The message was:

-           Could not locate a layer or layer group with id...

We have also had it complaining about duplicate layer entries in the past.

Whilst I understand that these are errors and should be logged; could something 
be done to handle such exceptions? It seems crazy to me that the whole server 
fails to load just because the GeoWebCache can't find a layer, couldn't it just 
delete the file and move on?

Surely a misconfiguration of the tile cache should disable caching for the 
layer in question rather than bring down a whole GeoServer?

I'm happy to log it on whichever is the appropriate project if others think it 
is a good idea but I thought I'd mention it to see if others also think this is 
a bug worth logging.
