Hi Ashton,
Is it your GeoServer installation? If so you will need to set permissions
using whatever your file-system is so you can edit that file. If the GeoServer
is maintained by someone else, talk to them and ask them to give you writer
permission to that file.
That said, I'm not sure why you'd need to edit web.xml to "upload" a shapefile.
You can either place the shapefile in the desired location on the
host(GeoServer) filesystem using whatever normal tools you use to do that for
this system, and then use the GUI to add the layer and point at that file.

I would like to use Geoserver to display my shapefiles online. However,I am

I have downloaded an xml editor and I still have not had any luck. Do you have
