Hi,
the source code this refers to is here:
https://github.com/geoserver/geoserver/blob/2.6.2/src/wms/src/main/java/org/geoserver/wms/WMSWorkspaceQualifier.java
The situation is weird, seems it's trying to qualify a request that has no
layers in it... do you have any reference
to the original HTTP request causing it? I'm going to venture a guess that
it's a old one, but might be wrong of course.
