Try first if this request works for you:
http://localhost:8080/geoserver/ows?service=WMS&request=GetLegendGraphic&format=image%2Fpng&width=20&height=20&layer=topp:states
If it works the difference must be in your layer test:test and its styles and
you should tell us more about the data and your SLD.
