I'm not really familiar with all settings you can make in GWC. But for the GeoServer integrated GWC, by default, only ETag headers are used:
Cache-Control:no-cache Content-Disposition:attachment; filename=medford-citylimits.png Content-Length:662 Content-Type:image/png Date:Wed, 02 May 2012 09:20:05 GMT Etag:f22aa7147e100a3420768b2d05925dd Geowebcache-Tile-Index:[1301, 5159, 13] Server:Jetty(6.1.8) And you're right, the use case for this is layers with data that changes frequently.
