Justin could you pass that information (about a previous implementation) on to the geotools list?
We have a developer from the udig side that just got permission to donate his TAB implementation to geotools. I think he went with the MITAB library directly (rather than GDAL). Travis you may want to see if you can help out on the testing side of things; we are all going to be busy with foss4g.
