There was a datastore in geotools for mapinfo files but it has long been
relegated as unmaintained. It no longer lives in the svn repo, although it
can be obtained on the older branches:
http://svn.osgeo.org/geotools/branches/2.5.x/modules/unsupported/mif/
It would be great if someone picked up and supported it again.
