Something must have gone wrong in the recent Plasma update. In the first instance check the contents of your /var/lib/portage/world file. It should mostly have kde-apps/<something>-meta packages in there; but few if any individual packages or any libs, e.g. kde-plasma/plasma-meta kde-apps/kdecore-meta ... which will bring in anything needed from Qt and plasma as dependencies, as long as your profile is a plasma desktop profile.
