From a PMS point of view: s/ in the global scope//

You cannot reliably query what flags are in IUSE at the ebuild/eclass
level, therefore EAPI 6 will have a package manager function for it.
This has been discussed several times already.

Wrapping it in a function doesn't change the fact that it's called
