Honestly, I'd rather see all stuff go to /usr > than introducing /libexec.
openrc cannot be installed in /usr, because it is used to boot the system. Also remember that openrc is not used on linux systems only, so we can't blindly assume that everyone would be fine with us moving it to /usr. William
