locale-gen.8: drop "standard" from DESCRIPTION, paragraph #1

The word, standard, is used in a way that could be taken as indicating
that the behaviour of GNU localedef(1) is wholly standard. Besides, it
is inessential. Drop it.

 By default, locale\-gen generates an archive containing a full complement of 
supported locales, numbering 500 or more. However, it is typical for an 
administrator to require only one or two of these. In that case, the 
\fI/etc/locale.gen\fR configuration file may be populated with a list of the 
required locales. Consequently, locale\-gen shall compile only the locales that 
are specified, saving both time and space in the longer term.
