Employ $adjective consistently in parse_config()

Presently, the parse_config() subroutine chooses an adjective of
"Invalid" for errors of validation unless LOCALEGEN_ALLOW_UNSUPPORTED is
in effect, in which case "Unsupported" is chosen. However, the
"Unsupported locale/charmap combination" diagnostic is exempted from
this treatment.

Given that there is no particular reason for this to be the case, employ
the value of $adjective in the course of raising the aforementioned
diagnostic, thereby ensuring that the proverbial ducks are in a row.
