Is this really a viable TLP? To me it looks more like a project heading to
a "dormant" status rather one that is vibrant and expanding.

By my count the initial PPMC had 13 members and after six years, its added
two and lost ten. I also note that one of the proposed PMC members
initially declined and only agreed to continue to make the TLP appear more
viable. I see low levels on the dev list and two releases (2020 & 2024) in
six years.

Its also very strange that one of the proposed PMC members is not on the
PPMC. I would have expected to find a vote for that person to join the PPMC
- it doesn't show a good understanding of how ASF projects are supposed to
operate - which is very odd since the rest of the proposed PMC are either
current or past directors.
