Looking at the GitHub history, it appears that the files were recently added, but possibly moved from another location? Do you have other contributors to the project? An ASF project requires a minimum of 3 active (P)PMC members to vote on releases, so you would most likely need that before you could become an incubating project. > Additionally, the project seems somewhat similar to BigTop-Manager [1]. Being similar to another project is no barrier to becoming an incubating project.
