I'd like to discuss (again) how to register podling votes for new committers, 
PPMC members, and releases.

People often have many names, most of which do not matter for governance 
purposes:
their actual name
their email from address
their nickname
their github id
their ASF id

It can be difficult for folks to review votes if the ASF id is not included in 
the vote. So I'm proposing that for votes, that a standard form be used for 
registering and tallying votes.

For registering votes, include the ASF id in the vote line, e.g.

+1 clr (IPMC)

For tallying votes (in the [RESULT][VOTE] thread):

Vote passes:
+1 clr (IPMC)
+1 sammy (PPMC)
+1 jules
+1 jmclean (IPMC)
+1 cdutz (IPMC)

no -1 or +-0 votes
...

Using this scheme will make it easier for the person calling the vote to 
quickly know whether the voter is a community member or PPMC member or IPMC 
member. And it will be easier after a PPMC vote for the IPMC votes to be 
carried over.
