I am not espousing a conspiracy theory; there is no secret cabal formed after an ApaceCon pub crawl. I too am being candid. I am merely providing an unvarnished distillation of what the proposals virtually are. Garnering consensus is difficult here, in part because of the fuzziness you mention, but also because members have such different opinions as to what the Incubator function is and what it means to be an Apache project.
