As John says, those files are now managed as part of the Apache CMS build of http://incubator.apache.org After editing and committing http://svn.apache.org/repos/asf/incubator/public/trunk/content/projects/batchee.xml you can use https://cms.apache.org/incubator/ to view the build results, check that staged content and eventually publish the incubator website.
