Splitting out MapReduce from Hadoop is not likely to happen. Giving a project that's arguably a layer on top of MR (a testing harness/framework for M/R applications) a chance at Incubation where it can grow its community, increase its ability to release and produce products, and do so at Apache, is something that's more likely to happen.
