They should be participating in the decisions, but the fact remains that
they are not PMC members, they are still a provisional community (by
definition of being in the Incubator), and the PMC cannot abandon its
mandated oversight.

The moral of the story is if you (generic, not Joe :-)) want to make
decisions, demonstrate that you are making them the ASF Way, and get to
graduation as soon as possible.
