"System Requirement" means that it must be present on the user's system before you can build and/or execute the program. So, the build system should locate the plugin.jar via the JDK location and platform it is running, and the runtime should do the same and make it part of the classpath "some how". Perhaps I wasn't clear enough what "System Requirement" meant, for which I am sorry.
