I'd like a link to where the license is specified. The one on the linked page only covers the documentation, not the library.

" (text above found on the bottom right corner of the page) Unless you can find a license for this LiveConnect plugin that is distributable by The ASF and its downstream users (non-exclusive, word wide, etc), we'll have to consider this as a System Dependency, and you won't be able to distribute it (which is why it is a System Dependency: we can't distribute it, but you can link to it).
