There are no magical in-betweens. As evidenced by this vote this is hardly the consensus. See comments like "incubating releases to be treated as full Apache releases" or "incubator artifacts are distributed the same way as 'regular' artifacts". There is clearly a widely held feeling that incubating releases are different than "normal" ASF releases.
