We had 28 binding votes out of 85 and the difference in result was
just three votes, which in my opinion is "too small to be
representative".

If Noel or other people who voted against the proposal feel that the
result is representative, then I will implement the proposed change

As evidenced by this vote this is hardly the consensus. See comments
like "incubating releases to be treated as full Apache releases" or
"incubator artifacts are distributed the same way as 'regular'
artifacts". There is clearly a widely held feeling that incubating
releases are different than "normal" ASF releases.
